Information for prospective students


General information for international students who are enrolled to the Financial University  

  1. Foreign nationals are enrolled to educational institutions and their tuition fees are covered by the federal budget, budgets of the constituent territories of the Russian Federation or local budgets in accordance with international treaties concluded by the Russian Federation, federal laws or the quota established by the Government of the Russian Federation for foreign nationals who study in the Russian Federation and in accordance with the paid educational services agreements.
  2. Foreign nationals are enrolled to educational institutions and their tuition fees are covered by the budgets within the budget system of the Russian Federation, and the grounds may beany of the following:   
            1. Foreign nationals who permanently reside abroad are enrolled pursuant to orders issued by the                 Ministry of Education and Science in accordance with the number of student places available                   within the quota established by the Government of the Russian Federation.
            2. Nationals of the Republic of Belarus, Republic of Kazakhstan, Republic of Kyrgyzstan, Republic                 of Tajikistan have the right to be enrolled to the educational institutions on equal terms with                  the nationals of the Russian Federation in accordance with the Agreement on granting equal 
                rights to be enrolled to educational institutions to nationals of states parties to the Treaty on                  deepening the integration in economic and humanitarian fields of March 29, 1996.
            3. Nationals of the Republic of Armenia, Republic of Belarus, Republic of Kazakhstan, Republic of                Kyrgyzstan, Republic of Moldova, Republic of Tajikistan, Republic of Turkmenistan, Republic of               Uzbekistan, Ukraine who permanently reside on the territory of the Russian Federation have                   the right to be enrolled to the educational institutions on equal terms with the nationals of the               Russian Federation in accordance with the Agreement on cooperation in the field of education                 (Tashkent, 15 May 1992, (Article 1)).
            4. Nationals of Georgia who reside on the territory of the Russian Federation have the right to                   be enrolled to the educational institutions on equal terms with the nationals of the Russian                     Federation in accordance with the Agreement between the Government of the Russian                           Federation and the Government of the Republic of Georgia on cooperation in the field of                       culture, science and education approved by Decree No. 49 of 2 February 1994 of the                             Government of the Russian Federation  (Article 17 of the Agreement).
            5. Compatriots who reside abroad who have participated in the Public program of assistance to                  the voluntary change of residence by compatriots living abroad approved by Decree No. 637 of                June 22, 2006 of the President of the Russian Federation titled ‘On measures to assist the                      voluntary movement to the Russian Federation of compatriots living abroad’ have the right to                be enrolled to the educational institutions on equal terms with the nationals of the Russian                       Federation if they have a certificate of the participant of the above program.  
           6. Compatriots who reside abroad have the right to be enrolled to the educational institutions on                 equal terms with the nationals of the Russian Federation in accordance with Law No. 99-FZ of                 24 May 1999 ‘On public policy of the Russian Federation in respect of compatriots abroad’.

To become enrolled, you should pass the Russian Unified State Examination or entrance examinations (tests) in 3 to 4 subjects (depending on the Faculty you have chosen).

Enrolment with tuition fee covered from the budget funds

You should send your documents certified by a notary public and one photocopy of each of the documents (in soft copy and hard copy) before April 15, 2016 to the International Students’ Office located at: 125993, Moscow, Leningradsky Prospekt, 49, room 400. Scanned document copies should be sent to: easavina@fa.ru. Online tests  are obligatory for the prospective students of bachelor degree programs. For further information,

  List of documents to be submitted by foreign nationals applying to be enrolled  
  1. Filled in  application form with a color photo attached.    
  2. Copies of education certificates accompanied by an academic transcript with a list of courses taken and grades (points) obtained. If the foreign national who applies for enrolment to programs offered by post-secondary schools or higher education institutions does not have an education certificate proving the fact of education and/or training due to the teaching process design specifics, the foreign citizen should submit a document containing information about the results of the latest tests passed issued by an educational establishment where the person was trained on the territory of the country of origin.
  3. A copy of a medical certificate (form 086) issued by an authority that operates in the country of origin that proves that there are no counter indications to training on the territory of the Russian Federation.    
  4. A copy of an HIV/AIDS certificate issued by an authority that operates in the country of origin.  
  5. Copies of the passport pages that will be shown to border officials when entering the territory of the Russian Federation. The passport expiry date should not be later than 18 months of the date of issue of the student visa. The information needed to issue an invitation should be easily legible.     
Documents that do not meet the above requirements are not accepted.  
The enrolled students should present the originals of the above documents and their translation into Russian upon arrival at the International Students’ Office (Moscow, Leningradsky Prospekt, 49, room 415, near Airport metro station).  

Document formatting requirements  

The international applicants’ documents should be translated into Russian and the document translations should be certified by a notary public. The passport expiry date should not be later than 18 months of the date of issue of the student visa.  If an applicant has a residence permit or other document authorizing the temporary stay on the territory of a third country (other than the country of origin of the foreign national), this document should also be submitted in the prescribed manner and accompanied by a translation into Russian certified by a notary public. The code and the name of the program/concentration chosen indicated by the foreign national should coincide with the code/name indicated in the official program list. In the application form (line 23.2), the bachelor program applicants should indicate the name of the program/concentration and at least 3 Faculties in the order of priority. The master program applicants should indicate at least 3 Departments. The postgraduate program applicants should indicate the theme of the future research work.   
Please note that the final decision for the tuition fee compensation from the budget funds. 
The student admission is at the discretion of the Russian Ministry of Education and Science.   

List of documents to be submitted by the foreign nationals who have been enrolled The enrolled international students should present the following upon arrival at the International Students’ Office (Moscow, Leningradsky Prospekt, 49, room 415, near Airport metro station):   

  • Passport and a copy certified by a notary public;  
  • An original of a certificate of education with all the supplements enclosed;  
  • Migration card issued by the border authorities at the point of entrance to the territory of the Russian Federation;  
  • Seven photographs (3 cm x 4 cm);  
  • An original of a medical certificate (form 086);
  • An original of an HIV certificate;
  • An original of a certificate issued by a dermatologist;
  • An original of a certificate issued by an X-ray specialist;
  • Certificate of vaccination;
  • Copies of all the medical certificates.
The applicants are responsible for obtaining new certificates if the medical certificates’ expiry date is earlier than 6 months (in case of the HIV certificate, 3 months) of the date of document submission. The students are responsible for covering the expenses associated with the travel to the host country and the annual medical insurance policy purchase.  Please take into account the climate condition of the region you are travelling to when choosing your apparel. Students are responsible for covering the everyday expenses during the stay on the territory of the Russian Federation.  The students should enter the territory of the Russian Federation not later than 20 days prior to the student visa expiry date in order to meet the Russian legislation requirements. The University does not cover the expenses associated with the stay of the students’ family members and other relatives on the territory of the Russian Federation.
